Elder Abuse Stage
Questions:
You have created a complex, multilayered theory addressing the potential factors leading to
elder abuse. You have done your best to logically and reasonably sift through disparate information
that you have neither the time nor the resources to personally verify (in other words you’ve entered
the world of the policy-maker). Despite this fact, you have chosen your sources with good reason
and explained those reasons.
In this portion of the project, it is time to construct a program to address the problems you
uncovered in your theoretical exploration. As you know, your theory posited multiple potential
factors as causes for elder abuse. In the real world, however, we have neither the time nor support
to construct cure-all solutions. We sit somewhere on a spectrum between perfection and complete
chaos…presumably our goal is to move as far away from pain and chaos as possible. That in mind,
you must do the following:
1) Evaluate the existing adult protective service agency in the state of Texas.
a. How well is the current APS program addressing the case load?
b. What causes is APS trying to address?
c. Where is the current APS failing and why?
2) Construct a new program to address the factor(s) in your theory that you find to be the
most important.
a. Who is the focus of your program?
b. What will your program do?
3) Construct a realistic budget for this program.
a. What is your service population?
b. How many buildings will you have and where will they be located?
c. Estimate how many people you will need to hire. I have given you the “going-rate”
in the state of Texas for employees in these respective job positions. Remember the lower you pay , the younger and less experiences your employees will likely be
(consider the potential downfall of that choice).
i. Clerks/Support Staff – 25-45k
ii. Professional Staff – 40k – 130k
4) Summarize the key concerns of the Tea Party. Write a statement to convince a Tea Party
backed state legislator that spending on this program is worthwhile.
5) Consider Bureaucratic oversight:
a. How will you judge the success of your program?
b. How will you prevent corruption?
c. How will you address personnel issues to maintain the mission orientation of the
