The Impact of Legislation on Human Services
In every area of human services, legislative directives at local, state, and federal levels impact practices. Legislation can address a concern or gap in practice within human services, regulate delivery of services, enforce directives, or affect social change. Legislation sets distinct parameters for practice and outlines means to ensure compliance or enforcement to accomplish the social change. For instance, debated state legislation on the topic of abortion takes place each year. Although Roe v. Wade was decided at the federal level, allowing women the right to have an abortion, state legislation impacts how abortions are performed. States regulate requirements, such as deciding whether counseling is required, whether doctors are to inform patients of fetal pain, if parental consent is necessary, and whether a waiting period is necessary before the abortion (National Conference of State Legislatures, 2010).
